To create homemade glow paint paint recipe, you’ll need to gather a few key ingredients:
1 to 2 teaspoons cosmetic grade glow-in-the-dark pigment powder for acrylic or water-based mediums
3 to 4 tablespoons of acrylic paint

Once you’ve gathered the materials, here’s the Glow in the Dark Paint recipe. You just need to follow this 2-step process to create your glow paint:

Place the pigment powder in a container.

Stir in the paint, adding more paint if a thinner consistency is desired.

Notes: Ideally, you want a 1:2 ratio when making glow-in-the-dark paint with one part powder to two-parts paint. The more powder you use, the thicker the paint will be.
“Charging the paint” means activating the glow-in-the-dark pigments by placing them in daylight. (I used a daylight flashlight.) The longer you charge the paint the longer the glow lasts.

This glow-in-the-dark paint doesn’t need a black light, although some photos use a black light to illuminate the picture in the dark.
